I think he is somehow able to detect people like Dan and Olivia, but I don't what if anything he's able to do with them. Overall, great episode. They would have to be watching them at every moment (in every time) and choosing when to cause them to jump... How would they know the best time to cause them to travel and where to send them...? Of course, the one who he was talking to before, was also seemingly on the lecture tour and stuff like that, so I'm not sure. It's a slightly older Tachyon Man who (for whatever reason) develops the ability to travel. Perhaps because of something he's working on.
